WHAT IS THE GOAL OF THE PUBLIC PROCUREMENT TRAINING?

The public procurement training conducted by the EU PROJECTS College through its Specialist Training Program in the field of public procurement aims to prepare participants for obtaining certification in the field of public procurement.

The EU PROJECTS College is authorized to conduct training in public procurement by the decision of the Ministry of Economy and Sustainable Development of the Republic of Croatia.

The Specialist Training Program in the field of public procurement consists of two parts:

1. Training program in public procurement (conducted at the EU PROJECTS Institute)

2. Written exam (conducted by the Ministry of Economy and Sustainable Development of the Republic of Croatia)

Specialist Training Program in the Field of Public Procurement

The public procurement training includes both theoretical and practical parts, with 30 hours of lectures and 20 hours of exercises. Through these activities, you will master the legislative and institutional framework of the public procurement system in the Republic of Croatia and the European Union, planning within the public procurement system, and the selection and implementation of the public procurement process.

The 50 hours of lectures and exercises include a series of individual and group consultations that allow for personalized work with participants on specific practical issues under the guidance of top trainers in the field of public procurement.

Our public procurement training is intended for a wide range of users:

  • Public and sectoral contracting authorities who are obligated to engage a specialist with a certification in public procurement in procurement procedures;
  • All those who prepare and implement projects funded by EU funds;
  • Authorized state and internal auditors;

Ariana Vela

About the lecturer

Ariana Vela is one of the leading Croatian consultants for EU funds, strategic planning, and project preparation and implementation. With over 21 years of experience, she has successfully implemented more than 500 projects with a portfolio value of 6.3 billion euros and mentored the preparation of over 250 projects. She was one of the key experts for Hrvatske ceste in the preparation of the largest Croatian project financed by EU funds – the Road Connectivity with Southern Dalmatia and was appointed as the head of EU financing for the project.

Anđelko Rukelj

About the lecturer

Anđelko Rukelj, LL.M., is a certified trainer in the public procurement system and an expert in public procurement. As a trainer in the public procurement system, he has conducted numerous lectures on the topic, explaining the solutions and practices of the State Commission, and has written several professional papers on legal protection in the public procurement system. He is the conceptual founder of the Association of Public Procurement Specialists.

Hrvoje Karažija

About the lecturer

Hrvoje Karažija is a Master of Law with more than 10 years of work experience in project preparation and implementation, law, and public procurement. He holds a public procurement certificate issued by the Ministry of Economy and Sustainable Development and has been a public procurement trainer since 2021. He specializes in the preparation and implementation of public procurement procedures according to the Public Procurement Act 2016, for non-obligatory public procurement entities, as well as public procurement conducted within EU-funded projects. To date, he has conducted numerous small and large public procurement procedures with a total value exceeding 30 million euros.

Ivana Leskovar

mag.iur.

About the lecturer

Ivana Leskovar, mag.iur. is a senior expert advisor specialist in the Expert Service for Resolving Appeal Procedures of the State Commission for the Control of Public Procurement Procedures. She graduated from the Faculty of Law of the University of Zagreb, passed the state professional exam and the bar exam.  The trainer is in the field of public procurement and has a valid certificate in the field of public procurement. She gained experience in the field of public procurement through many years of work on appeal cases at the State Commission for the Control of Public Procurement Procedures. She successfully completed the training for trainers in the field of public procurement within the Establishment of a Coaching Network for the Implementation of the Program "Good Governance for Local and Regional Leaders at the Local and Regional Level" co-financed by EU funds. She participated in the Twinning project Mission 5, Activity 3.5.1 Skopje, North Macedonia "Component 3: Improved legal compliance, efficiency and transparency of the public procurement system" and regularly conducts educations, workshops and seminars regarding the application of the Public Procurement Act and the specifics of the appeal procedure.
